The Bank of Sapphire was originally founded by Jeremy Plasencia as the Bank of Jeremy to regulate all transactions within Sapphire with a certain percentage interest. The Keeper of the Bank is an entity (either one person or a group people) that make the rules for the Bank. The first and only party to hold such position is Jeremy Plasencia & The Bank of Jeremy. The position was abolished after the massive power abuse of the Bank of Jeremy, raising interest by the minute. The regulation of transactions has been kept by the people ever since and not a central figure.
