The Bank of Sapphire was originally founded by the Community of Sapphire to regulate all transactions within Sapphire with a certain percentage interest. In 2012, Jerry Plasker acquired the rights to the BankThe Keeper of the Bank is an entity (either one person or a group of people) that make the rules for the Bank. The first party to hold such position is Jerry Plasker & The Bank of Jerry. The position was given back to the people after the massive power abuse of the Bank of Jerry, raising interest by the minute. The regulation of transactions has been kept by the people ever since and not by a central figure.
